During the 14th Five Year Plan period, the renewable energy industry will deeply implement the new energy security strategy, adhere to the general tone of seeking progress while maintaining stability, anchor the goals of carbon peak and carbon neutrality, take high-quality leapfrog development as the theme, quality and efficiency improvement as the main line, reform and innovation as the driving force, promote the large-scale, high proportion, market-oriented and high-quality development of renewable energy, and effectively support the construction of a clean, low-carbon, safe and efficient energy system.

Overall, the National Energy Administration promotes the development of new energy in four aspects: optimizing regional layout, supporting development with major bases, leading development with demonstration projects, and implementing development with action plans.

For the development of photovoltaics, the National Energy Administration will adhere to a five pronged approach, focusing on centralized and distributed power generation, local and external consumption, complementary development of single and multiple energy sources, and comprehensive scenarios. This will further promote the wider, more diverse, and higher level utilization of photovoltaic power generation.
